ILTA Holds Annual Hill Day

On February 25, 2026, the ILTA Board of Directors held its annual Hill Day, meeting with the House offices of Representatives Randy Weber (R-TX-14), Troy Carter (D-LA-2), Gary Palmer (R-AL-6), Harriet Hageman (R-WY-AL), Bennie Thompson (D-MS-2), Troy Balderson (R-OH-12), Frank Pallone (D-NJ-6), and Mike Johnson (R-LA-4). In addition, the ILTA Board met with the National Energy Dominance Council (NEDC). Discussions centered on Aqueous Film-Forming Foam (AFFF) PFAS Superfund liability exemptions for terminals and strengthening federal safeguards to address unauthorized drone activity impacting critical infrastructure.

Why This Matters
In Washington, meetings with constituents are highly impactful for congressional offices when discussing policy. Providing first-hand perspective on an issue and its effect within a representative’s district helps strengthen the case being presented. The offices ILTA targeted for Hill Day are key to broader PFAS and drone policy discussions and represent districts where ILTA member facilities operate.

ILTA Releases Comments on PHMSA ANPRM Relating to Automated Transportation of Hazardous Materials

Ahead of the March 4, 2026 deadline, ILTA submitted comments on an Advanced Notice of Proposed Rulemaking (ANPRM) released by the Pipeline and Hazardous Materials Safety Administration (PHMSA) titled Hazardous Materials: Modernizing Regulations To Facilitate Transportation of Hazardous Materials Using Highly Automated Transportation Systems.

 

In this ANPRM, PHMSA is reviewing existing hazardous materials regulations to identify potential updates related to the growing use of highly automated transportation systems, including drones and self-driving vehicles. ILTA’s comments address safety and security considerations involving shipping papers, hazard communication, loading and unloading procedures, packaging requirements, training, security plans, and advanced security training. Why This Matters

As PHMSA begins the rulemaking process to consider updates to hazardous materials regulations in response to the increased use of automated transportation systems, ILTA is working to ensure the needs and concerns of the terminal industry are represented. ILTA will continue to monitor this rule as it advances through the rulemaking process and ahead of the proposed rule’s release.
