ILTA Continues Advocacy on Gasoline Distribution and Subpart Kc Rules
On July 16, ILTA joined API and AFPM in a key meeting with EPA to push for critical changes to the 2024 Gasoline Distribution and NSPS Subpart Kc final rules. While meaningful progress is underway—including potential relief on VCU/VRU requirements and slotted guidepole concerns—questions remain around timing and the May 2027 compliance deadline. ILTA is actively working to ensure that needed regulatory clarity arrives before members face costly compliance decisions.

ILTA Forms New Working Group on Maritime Transportation Security Act (MTSA) Cybersecurity Rule
The US Coast Guard ratified the MTSA Cyber regulations in January 2025 to establish minimum cybersecurity requirements for U.S.-flagged vessels, waterfront facilities, and Outer Continental Shelf (OCS) facilities. The goal is to safeguard and enhance the security and resilience of the Marine Transportation System (MTS).
In response, ILTA’s Security Subcommittee will establish a dedicated working group to support members in navigating the new MTSA cyber regulations. The group will meet regularly to share information, coordinate on compliance strategies, and help ensure members can meet these new obligations efficiently and cost-effectively.
The first meeting of the working group will be held Tuesday, August 5 from 12:00 - 1:00 PM ET via Teams.

There is still an opportunity to submit your proposal for ILTA’s Terminal Operating Practices Symposium (TOPS), taking place December 2 in Savannah, GA!
TOPS is a unique peer-led event where terminal operators share real-world experiences and lessons learned from challenging operating events—such as natural disasters, environmental releases, equipment malfunctions, worker injuries, and near misses. It’s a valuable forum for exchanging practical insights and effective practices.
