The 2024 Compensation and Benefits Survey Report provides terminal companies the opportunity to compare their compensation and benefits with industry averages. The report includes compensation figures for a variety of different positions in the terminal industry, as well as information on benefits, including healthcare coverage, retirement plans, wellness programs, and different forms of leave.

Attention all liquid terminal industry professionals! It's time to recognize and celebrate the next generation of leaders in our field. The International Liquid Terminals Association is seeking nominations for the ILTA Outstanding Young Professional Award to be presented at the ILTA 2025 Conference & Trade Show.
To be eligible, nominees must be under the age of 40 as of June 9, 2025, and employed by an ILTA terminal or supplier member in good standing. This award is an opportunity to acknowledge the achievements and potential of young professionals who are shaping the future of our industry.

ILTA Submits Comments as Part of Coalition on OSHA Heat Injury & Illness Proposed Rulemaking
On January 14, ILTA signed on to a coalition comment letter in response to OSHA’s Heat Injury & Illness Proposed Rule that was announced on August 30, 2024. This coalition represents a diverse group of industries ranging from terminals and manufacturing to retail and food service, indicating the true impact this rule could have on our nation’s workforce.
Headed by Conn Maciel Carey LLP, the comment letter advocates for a flexible, performance-based heat standard that would be reflective of the wide array of workplace environments, increasing the high heat triggers, simplifying monitoring requirements, and excluding indoor environments from the rule. Our goal is to ensure that OSHA creates a regulatory framework that reduces burdensome compliance costs and administrative hurdles that could be detrimental to our industry.
In its final days in office, the Biden EPA released a brief defending its rule designating two PFAS chemicals, PFOA and PFOS, as hazardous substances under the Superfund law (CERCLA). Biden officials rebutted against industry calls to vacate CERCLA, disputing their contention that it incorrectly demonstrated the danger of the chemicals and that it mishandled the cost analysis conducted for the rule. The rule, finalized in April 2024, indirectly eases regulators' ability to order cleanups and recover costs from contaminated sites. States and other entities have already begun using the rule in legal claims to seek reimbursement for PFAS-related cleanup expenses from the military and other responsible parties.
Despite the Biden EPA’s efforts, it remains uncertain whether the Trump administration will continue to defend the regulation and other PFAS efforts. Litigation challenging the CERCLA designation may be put on hold if President Trump directs the Department of Justice (DOJ) to petition the court for a stay while his administration reassesses Biden-era environmental regulations. Notably, the Trump EPA has already withdrawn a Biden-era draft proposal establishing PFAS effluent limits for the chemical manufacturing sector from review by the White House Office of Management and Budget (OMB).
Regardless, ILTA will continue to advocate for its members by engaging with the new Congress and administration to highlight key considerations for liquid terminal owners’ liability under CERCLA and the designation’s potential impact.

In his first days in office, President Trump issued a series of executive orders and memoranda aimed at reversing Biden-era policies and advancing his administration’s key priorities. While these actions cover a broad range of issues, several have potential implications for ILTA members and the liquid terminal industry.

For nearly 40 years, Scott Buckner has worked as a health and safety expert for CITGO, developing comprehensive safety solutions for the midstream energy sector. Recently, Scott has been appointed as the new co-chair of ILTA’s Environmental Subcommittee. His extensive expertise and industry knowledge will be a valuable asset to the committee and its initiatives.
