Part One of the ILTA 2025 Safety Survey is Due January 17
Part One of the ILTA 2025 Safety Survey, which will determine the winners of the 2025 Safety Excellence Award, is open and can be accessed here. Part One of the survey consists of 23 questions. Each question will ask you to evaluate leading indicators related to multiple aspects of your company’s safety program. Part Two, which will cover OSHA safety metrics and the Platinum Application, will open mid-January.

The 2024 ILTA Compensation & Benefits Survey Report is Available for Purchase
The 2024 Compensation and Benefits Survey Report provides terminal companies the opportunity to compare their compensation and benefits with industry averages. The report includes compensation figures for a variety of different positions in the terminal industry, as well as information on benefits, including healthcare coverage, retirement plans, wellness programs, and different forms of leave.

Nominate a Colleague for the ILTA Outstanding Young Professional Award
Attention all liquid terminal industry professionals! It's time to recognize and celebrate the next generation of leaders in our field. The International Liquid Terminals Association is seeking nominations for the ILTA Outstanding Young Professional Award to be presented at the ILTA 2025 Conference & Trade Show.
To be eligible, nominees must be under the age of 40 as of June 9, 2025, and employed by an ILTA terminal or supplier member in good standing. This award is an opportunity to acknowledge the achievements and potential of young professionals who are shaping the future of our industry.

ILTA Submits EPA Subpart Kc Rule Petitions for Reconsideration and Judicial Review
On December 13, ILTA submitted both a petition for reconsideration and a petition for judicial review regarding EPA’s Final 40 CFR Subpart Kc Rule. The petitions, filed alongside API and AFPM, were the product of ILTA’s longstanding and dedicated working group on air permitting issues. Post-Election Insights: Policy Impacts and Considerations to the Liquid Terminal Industry
On December 18, ILTA hosted its monthly Energy Evolution Webinar featuring Ted Michaels, Jessica Johnson Bennett, and Anna Schutt from AJW, Inc. Ted, Jessica, and Anna have decades of experience in federal and state government affairs, focusing on energy, liquid fuels, and market dynamics, as well as topics impacting liquid terminals, such as CERCLA and other federal regulations. Building on their October presentation, AJW provided updates on the post-election landscape and its implications for energy evolution markets and policies affecting the terminal industry. Read more.
FY25 Defense Bill Advances PFAS Cleanup
On December 22, President Biden signed into law the fiscal year (FY) 2025 National Defense Authorization Act (NDAA) which provides $895 billion for national defense, including funding for PFAS. While the final law is stripped of most PFAS policy measures that were in earlier House or Senate versions, the FY25 NDAA continues to support the management of PFAS by setting out increased funding for firefighting foam replacement and PFAS cleanups, as well as supporting a procurement policy for the Department of Defense (DOD) to buy products that are PFAS-free. States Facing Challenges with AFFF Disposal
State regulators continue to face significant challenges in disposing of AFFF as fire departments transition to fluorine-free foam (F3) alternatives. During an annual PFAS conference, several states highlighted how limited funding, technological constraints, and slow disposal processes are complicating efforts to transition away from AFFF. For instance, Indiana’s AFFF collection program is ending due to an expiring contract and lack of new funding, while Michigan and New Hampshire regulators are having issues destroying AFFF in their takeback programs. Moreover, Ohio has collected over 13,000 gallons of AFFF in its takeback program so far but is facing funding and capacity restraints as tens of thousands of gallons remain to be collected and destroyed. While states are issuing guidance to help fire departments transition to F3 in the meantime, AFFF collection, disposal, and replacement continues to remain a slow process. ILTA continues to monitor the development of policy and findings at the state level impacting AFFF disposal and storage.
